What can I do if my electrical installer has ceased trading and not issued verification

Hi there, I hope it is ok to ask for some advice. I have been doing a property renovation/ extension over the past year or so. I got a fully certified electrician to do all the new wiring, install lights etc. we installed most light fittings except 2 in the bathroom as we wanted to choose lights to match the decor which we hadn't chosen yet. we also left 2 outside lights as we hadn't found ones we liked. He did the wiring ready and agreed to come back when we were ready to finish the job. This was in August. In early November we tried to get in touch via phone and email to tell him to come and finish. He did not respond. We sent numerous emails and tried calling. Today he finally responded and said he is no longer trading as he has arthritis, he hasn't renewed his certificate and therefor he cant issue the electrical safety certificate or the installers building regulations compliance certificate! This means we cant cant get the completion certificate from the council and can't sell the property! I have no idea what to do. Surely he was obliged to tell us he was about to cease trading so he could finish the job issue our certificates? If anyone can advise me I would really appreciate it. All I can find on the web is "you will have to get the job redone" and 'no other electrician can issue a certificate for work he didn't do!' Is there a way around this? there is no way I can afford to redo the wiring of the whole house which was installed by a qualified and certified installer anyway. He is basically saying its not his problem!

Yet another excuse from a so called electrician who won't issue a certificate. Get in touch with his Part P scheme provider. Explain the situation to, them and they should be able to help. Scheme providers pledge that if a member ceases to trade they will get another member to complete the work under their insurance scheme.

Talk to your local building control. Most of them will accept an EICR if carried out by a competent registered electrician as a means of signing the job off. Who was the previous electrician registered with ? They will have measures in place to help with this situation.

If he is qualified then he's quite able to sign the work off with the Local Building Control. There's a fee attached that's the only difference. Bit of an indifferent attitude from him though if you ask me. He should be well aware that this is a possibility. You may need to hold his hand through this to get it done. I wouldn't accept the excuse that because there's a few light fittings not fitted then he can't sign it off. He has an obligation to certify it especially if he has energised the circuits.

It is true there are many people out their who are trading without the relevant qualifications and accreditations however the arthritus may ben genuine. Regardless the best way to proceed in my view would be to get an electrician who is accredited to perform an EICR (Electrical installation condition report) effectively this is retrospectively saying the system is safe for continued use. Depending on the property size it might cost you between £150 - £300 but it would be quicker and ultimately more time saving than trying to prove/disprove the other guys sincerity/excuse.
