Paint flaking and filler hairline cracks still visible

Had hairline cracks in the hall way filler sanded back painted with water coat first hair line cracks/ where filler was used still visible so got the old sander out sanded again to get flush nice finish just to see the hairline crack filled with polyfiller and used a water base primer this time but the wall turned in to a disaster the old paint started chipping/ flaking away tried to use scraper and started again started to flake again i have attached photos any help with stop flaking and then again still hairline cracks see seeable

As the crack is hairline your getting more filler on the adjoining surfaces . I would use a flat head screwdriver and open the crack slightly so you can get filler in the crack then go ver it again once dry then sand back flat this will form a solid joint that should disappear once painted .

Like a previous answer. Rack out the cracks so you can fill them better, then if the wall still seems problematic you can paint the wall in a zinsser product called peel stop , which can seal and bond up the wall

Scrap the crack out fill it with a good filler when dry sand it down check to see if filler has sunk in If so fill it lightly then sand.Because of flaking paint paint on a sealer,when dry proceed with emulsion for your finish.
