Putting a downstairs toilet in- radiator i

I am moving into a end of terrace house by feb that has a 22ft kitchen extension with extra large white speckled porcelain floor tiles ( that i have no spare and was fitted by two previous owners). I would like to install a downstairs toilet by creating a small stud wall room at the start of the kitchen, next to an existing utility cupboard containing washing machine and dryer on an external wall. Problem is this location of the planned downstairs toilet currently has a radiator in the way. QUESTION Can a radiator be moved less than a metre to the left, with pipes running ABOVE the skirting on the wall - to prevent disturbing the tiles to run the pipes under the floorboards? Also would you need building control sign off for a project like this? Thanks

You can move the radiator just as you say, no problem. It’s just how the pipes would look. They can of course be boxed in. As long as this is a private dwelling & not a house of multiple occupancy or similar no building control involvement would be necessary
