Bulbs in stairs controlled by two switches has stopped working

I have a ceiling light (takes four mr11 bulbs), controlled by two switches - upstairs and downstairs. The lights have stopped coming on. I have checked: - Bulbs are all OK (plus new ones) - Switches are ok and the wiring connections seem ok too - No trips on the circuit board. Voltage tester seems to indicate current flowing to the lights. How do I go about finding out where the problem could be? I don't have a multimeter or similar.

I'm not understanding how you are able to check these lamps without a tester, ( multimeter) you might be getting the volt pen to light up which I assume you are using. Without checking the voltages from the transformers and at the switches you won't be able to know for sure what the fault is.
Issues with those type of lamps is they normally powered by a transformer, if that goes you shouldn't be getting a voltage at the lamps.
Without attending or knowing more informationI would find it difficult to advise you might need someone round to do proper tests to give you a definite answer and solve your problem.
