Can you be expected to pay a fee for an estimate if no agreement to such a fee was made?

In the early part of the year, we sought an estimate from a large reputable contractor in our area for a small conversion job inside our property. There was no mention of fees for this estimate. We've had two site visits from a single builder. During the first visit, we gave him our designs and he briefly looked around the place. During his second visit, he said an estimate was nearly ready pending some final numbers such as the electrician's quote. He brought an electrician with him on his second visit, who, at most, glanced at our fusebox and some already pre-exposed wiring. Now, 6 months on, with very little communication from the contractor, we have received an eye-watering invoice for "professional services". We have yet to receive the estimate we asked for and were under the impression that the estimate would be provided for free. It's worth mentioning that we've sought quotes from other contractors for this job, but no one else has pulled this kind of stunt. Should I be expected to pay this invoice or is someone trying their luck? Thanks in advance.

If there was no pre arranged fee, forget it Estimates are normally free unless some plans or investigative work was involved.. if you get hassled threaten with a solicitor.

You need to seek legal advice from a charted legal professional, all I will say is we are the only nation in the world that expects contractors to work to free of charge to provide estimates and quotations, which cost the company time, fuel and resources this in my option isn’t fair as they had to pay someone to attend your property to view estimate and measure up and work out a plan of action of works which all takes time & to provide this service to you so you understand the cost involved. Especially when a lot of potential clients are price checking for the cheapest price they can find and not overly interested in using any company services it really isn’t business wise to provide this as a free service to everyone, I myself charge for quotations for landlords and the rental property sector and I also charge for very large jobs where the estimating takes a good 8 hours of work. I think that if there was no agreement from the start, you shouldn't bother. Although, if I am a famous company, I would charge you for any time I have to spend for your quotations, but as I am a small contractor, I will risk and make it for free. But of course you might trust more a famous company than me.
