Can I build on top of a rainwater harvesting tank and manhole?

I have been approached by a potential client about an extension to their house into their garden. The only place where this could be has a rainwater harvesting tank about 1.5m underground and associated manhole cover right in the middle of proposed footprint. Is it possible to build over this (the manhole can be lowered or replaced) with potentially a hatch in the floor to access? I know it’s a long shot but moving the tank is not financially an option for the client.
