Concrete block is laid without mortar then cavity wall is started. Is this ok?

Brick layer has built cavity wall on the top of foundation. One layer of concrete block is laid flat on foundation and then on the top of this, engineered bricks cavity wall is started. Concrete blocks are kept without any mortar on the top of foundation and then brick wall is started on them. Could someone suggest if this is correct or what can be done as wall is built upto DPC.

This has been done incorrect,as any blockwork or brickwork that is erected should be done with mortar, especially under ground for strength. Ideally it should be done again,but failing that I would concrete around bottom of footing around the bottom course of blocks to secure them, before backfilling

The wall will have to be demolished and rebuilt. In its present condition there are several things that can go wrong. Pressures from the surrounding area may cause the walls to shift. Water may also enter the unsealed joint. If this freezes, the water will expand and may cause catastrophic cracking below ground, thus making the structure unsafe. I would not recommend pouring additional concrete around the block work without first consulting a structural engineer. I would also get another builder.

Take out and start again and always speak to the builder as work proceeds so you know what is going on

Take down and start again. I would employ a new builder and have the footings checked out before any work commences. If the builder has started the build with dry blockwork then you have to question his professionalism.
