Ground and first floor extension?

I've got a Victorian terraced house and I'm planning a small rear extension to the ground and first floor. The extension will be just 1 metre, but would bring the rear of the house approximately 6 metres from the boundary of the opposite property. I know this is ok for the ground floor and its under permitted developments, but as its less than 7 metres from the boundary, I understand I'll need to apply for planning permission for the first floor - am I likely to get planning permission for this first floor element of the project? Thanks!

Totally depends on independent councils.

I would agree with kcr building as other factors will be taken into consideration eg: 45 degree rule for window light and shadowing and others
