Is it ok to use cold water if boiler is off?

I have had to switch my boiler off until it is repaired on Thursday ( it has no pilot light, was spurting black smoke from the flue into the garden and prior to that the heating wouldn’t turn off unless you turned the radiator off) My question is until the boiler is fiXed is it safe to use the cold water if the boiler is off.

Are you a tradesperson and able to answer this question?
