Heating not working independantly of hot water in BG condensing boilet

HI All, I hope you are able to offer some advice. I have a BG 330 high efficiency condensing boiler. Last week it started to play up. Usually the hot water or heating can be operated independently. Now, the heating only works if both heating and hot water are both on. If they are both on, it seems to work fine. I've bled the radiators which made little differance. Just had an engineer visit who said the valve actuator needs changing (BGMVSP-9_). He feels if it is not this, it could be the boiler control panel. The actuator lever moves as you would expect when putting heating on or off. He says the actuator costs £240 - i've just done a quick google and i'm not finding the exact item but similar ? replacements are coming up at £40-60 - am I being taken for a ride? I look forward to your responses Adam ++Edit - following helpful answer below ++ He was found in Google, not a British Gas engineer. He said it was just the plastic box actuator that needed replacing. He took it off just by twisting it so I cant imagine replacing it being a difficult job. So it looks like he is charging excessively. Please let me know if you have any other comments to add, thanks
