Invoice from a dissolved company

I hired an electrician recommended by my plumber to do an EICR test. I paid for the report into the bank account he gave me in the invoice. The company mentioned there and whose director the electrician is, was dissolved in 2014 according to Companies House. Looking for the electrician on the NICEIC website, he's registered with a different company's name, also dissolved in 2018. Is what he's doing legal? Can I trust his report? Can I claim my money back?

He may be phoenixing. If you can see who his insolvency practitioners are I would contact them, failing that the insolvency service, they are responsible for invoicing and settling debts of insolvent companies. A few calls to citizens advice, trading standards and the scheme for which he is registered wouldn’t be a bad idea.

As it stands you don't need to be a registered electrician to carry out EICR's. So he hasn't done anything illegal. If your concerned about his competance than that is another issue. I would say you went by a recommendation from your plumber therefore your relied on this relationship as a form of assurance. The thing to do would of been to check his credentials first.

Provided the electrician has their NVQ Level 3 Periodic Inspection & Testing certificate then there isn't really much else you can ask for. Did you request copies of the electricians certificates etc before work commenced?
As it stands you don't technically NEED to be registered with a governing body (NICEIC, NAPIT etc) to carry out an EICR report. The only stipulation is that the electrician carrying out the report is deemed to be competent to carry out testing and inspection.
