No access to repair exterior wall

I live in a first floor flat which is part of a converted house. The only exterior wall hasn't been touched in years as there's no access due to there only being a very small gap between our house and next door. Recently our gutter failed and the water ran down our wall causing damp. We are fixing the gutter but still cannot do anything about the brick work. My question is can you address the brickwork of an exterior wall from the inside?
