What are those yellow/greenish patches?

Hi, I have removed the wallpaper and it seems like there is coat of paint underneath which comes off well apart where some patches are. They are thicker and I can’t take them off with a heat gun. I want to clean this all off, prime the wall and paint it.
Are you a tradesperson and able to answer this question?

use palm sander sand down then seal the walls with a stabilizing solution. leave for 2-3 days then carry on .

It could be an old plaster repair, and the old paint has stuck to the plaster rock solid.
Try to sand off, with a P60 sand paper ( use a mask) then sand smooth with a P120 paper.
Any old , or new patches should be 'sealed' before painting, by brushing over surface with water and PVA mix (75% water , 15% PVA and a dash of the colour paint, you intend to use) leave to dry, then paint your 2 coats.

Fill any areas where required. Sand walls and dust off. Then if you wish to avoid having to line walls, you can apply a coat of Zinsser Guardz, allow to dry and then apply 2 coats of chosen emulsion.
