Does my house have a neutral wire for a Smart switch?

My terraced house was built in the year 1890 in the area of Roath Area of Cardiff. To have a smart light switches to replace existing one, a neutral wire is necessary and I do not want to install a capacitor between live and neutral at the ceiling rose instead. I can see that there is a twin wire (red and black) with a bare earth cable as one cable at both ceiling rose and light switch ends, and that the bare earth wire at switch end has a yellow/green sleeve. Do I have a neutral wire here?

You have a live going from loop on the light to the switch and a switch live going from the switch to live on light.
The bare with green and yellow is the earth (CPC).
If you want to use an electronic switch without any additional components you could take a neutral from the lighting circuit to the switch.
It can be done very easily with a double insulated pvc single and earth.
It will mean chopping out the channel in the wall.
Lightwave is good stuff but, it is very expensive and not everyone’s cup of tea in choice of style.

It sounds like you have a switch feed (red) and switch wire (black) so no neutral I'm afraid.
You may also need to fit a deeper back box if the existing is only a shallow switch box.
