Electrical Hot Water System - Cylinder or Boiler

I am converting a house into two 1 bedroom, 1 bathroom rental flats and we are going all electric with infrared heating system throughout. This means that we just need to specify the system to heat the water ONLY and have narrowed it down to between an electric boiler to provide water & an unvented immersion heater (we had previously considered demand-type heaters but have ruled that out). We have a cupboard space allowed to house either solution. I'm after advice on which would generally be most reliable, most efficient and most cost effective overall if anyone can offer any help.
