There is usually 3 ownerships of the electricity in a house/dwelling ....the distribution network operator (D.N.O) , they supply the electricity from the street and into any building , then you have the 'supplier' this is whoever you buy your electricity off , who provide the meter with the kwh readings .....then you have the consumer unit / fuse board ...this is the customers property and responsibility....it is completely illegal and dangerous for the supy to come from the street , straight into the consumer unit ....you should contact your local D.N.O straight away ....e.g 'electricity northwest' is my local D.N.O

the service head the meter and the main fuse are the property of the supplier
if the main fuse has blown or missing you should contact your supplier to replace it
