Who is responsible for boxing in toilet pipework

I recently had an extension and non of my toilet waste and pipework have been boxed in. Does anyone know who is responsible for this work? The builder says its the tiler, the tiler says its the builder and the plumber says its not their responsibility. Anyone know who has responsibility for this?

did it say in your contract/estimate who should do it, if no one priced it in ,then it is down to you.

If I under take a job the hole job comes under my build from start to finish

Whoever you pay to do it. If it’s in the builders contract/price then him if not just ask them how much and get it done. It’s a nothing job.
