Should my twist drain stopper Turner move and allow water to drain?

Just had a bath and had water dripping through downstairs ceiling. We have a twist drain stopper - the type with a circular turner at the top of the bath which allows he plug to pup up. You can push the turner so it moves and exposes a gap of a few milimetres allowing water to pass. Just wondering if this could be why water is leaking? Appreciate any advice. Many thanks

it would still drain into waste pipe, check trap and waste pipe connection.
