What kind of professional do I need? Decaying flooring/subfloor ventilation advice.

I'm in the process of buying a house and the survey has come back saying 'The floor decking near the ground floor front bay is springy and flexes, suggesting significant decay and deterioration in the floor timbers. The floor structure should be opened up and inspected, to determine the extent of the defect and the repair works required. Subfloor ventilation beneath ground floor timbers is limited, with none at the rear. Improved subfloor ventilation should be provided, to minimise the risk of future timber defects developing.' I'm thinking I should get this looked at by someone who knows what they're talking about, so they can advise me on what repairs are needed and the likely cost, but I don't know what kind of a person would be right... Do I need a builder? A damp specialist?

A competent builder would be able to carry out these works. Its fairly straightforward and you have what seems a fairly decent report to give exact issue and cause. You would want quotes though as its awkward to say without proper investigation.

The common theme here is you paid a surveyor who has basically told you to get advice elsewhere. Lack of ventilation is typically a cause of the timber rot. Without inspection no one knows the extent of damage underneath so you will never get an accurate estimate until you have purchased. Negotiate on full cost of replacement timber floor is best option for you.
