3 visits from council roofers but still leaking 🤬

I have had contractors visit my property 3 times to fix my roofing leak, it seems that the rain is building up from somewhere then starts to come through my front room ceiling (no other rooms on top of this part of the house just the roof). They replaced both the slates and felt on this part but this has not solved the problem.
Are you a tradesperson and able to answer this question?

Hello Sharon,
I assume by council roofers you mean housing association?
Housing association budgets are so tight they can’t afford actually professional trade men so they normally get in any monkey who will accept peanuts for payment.
Without seeing the roof it’s very hard to comment what the issue is, but going off your response of water building up and slowing coming in, the pitch might be too shallow for tiles/slates or there isn’t enough head lap or the bonds are straight or as the other chap has said it might be the flashing.
You may be better off paying out of your own pocket for an actual roofer to come out and fix the issue I dunno what your financial situation is like but least then you won’t have a leaky roof, you could then try to bill the housing association but I doubt they will pay it just a head up.
My mum is a Raven housing trust tenant and her roof was leaking for over a decade before she gave up asking raven to come round and fix it they did try a good 3/4 times but failed every time, in the end she got myself to fix it for her the lead flashing had split in her cause causing a slow persistent leak.
This was fixed for £250 worth of materials for 6 meters of new lead flashing and a welded front chimney apron, obviously I didn’t charge her my labour as she’s my mum she was lucky we didn’t need scaffolding and all the work could be safely done off a roof ladder but scaffolding could of been another £300/£500 depending how much is needed.
Just gives you an idea of what you could expect to pay, I’m our case raven didn’t pay my invoice sent to them for the materials cost either they actually threatened me with court action for “going on the roof of property without permission” no action was never taken mine you.

Where on the ceiling? If it is by the walls its most likely the flashing.
