New roof has puddles and is springy

Just had a new flat roof put in- felt. It seems good overall, but it is springy in places- dips when I walk on it. Also, it has puddles- the water is not flowing away. The builder has not quite finished. But I’m not sure what to do now. Should I ask him to take it all up? Or should I pay him off and get someone else? I’m not sure I can afford to fork out another huge sum. Or can I put another layer on top- perhaps decking? We use this flat roof and have had table and chairs. We want to use it as we did before. I told him that. He said don’t put down tiles as we had before and I agree they are problematic. But the springiness and puddles is a lot of worry, seeing as I’ve paid so much. Should one expect puddles and springiness? Thanks for the useful feedback on the puddles. I think I have found the problem regarding the springiness. The old roof had approx 16mm thick plywood board (I just measured the scrap that he pulled out- luckily he has not cleared it yet - supposed to have done yesterday). But the roofer has used 9mm thick board in the new roof. Also, I checked the quote, it specifies 18 mm thick sterling board. I just hope the roofer will rectify this and do what was signed up for.

Hi, if the original deck was replaced I would be concerned, especially if the roof has traffic, I'm suspecting new plywood was not installed because assuming the joists and firings were ok, the roof shouldn't appear spongy, sometimes flat roofs, especially felt will hold a small amount of water at the drip end which I would not be concerned about.

If 9mm new boards was used then it will be springy because they are far too thin and should not have been put down 18mm minimum osb grade 3 boards or 18mm plyboard should have been used and small fall should have been put on it to stop any puddles you should have had rubber laid .me Personally would insist on it being pulled up and re done with 18mm boards

This actually depends if your roofer did any new timber work. If he just replaced the flat roof then he hasnt changed any falls from your original roof. But that said if he has done any new timber work he should have created a better fall if your roof didn’t have one. Also if you had decking tiles on it already and it’s springy in his professional capacity he should have advised on his quote it needed new timber work and or strengthening. If you declined to have the work carried out then the onus would have been on you. If he has used 9mm ply on the deck you would be better off getting someone that knows what they are doing. That is probably why you have puddles as the 9mm ply is bowing in between the joists

Should not have felt if useing it should have been fibre glass and had a new decking put down he has advised u wrong don’t pay him and get advice in front of him
