What to do with old gas flue before bricking up?

I'm in the process of removing a gas fireplace and am unsure what to do before bricking up the opening. There is a metal liner, surrounded by some insulation, and a the chimney itself is brick. I believe it has only ever been a gas fire in the property, as there's a ban on emitting smoke in the area since the house was built, so there shouldn't be any soot in the chimney itself. I would also like to cap it at the top to reduce wind noise. Would best practice be to remove the liner before bricking up? I had concerns about condensation on the metal. Would a vent be required for airflow if the chimney was capped?

If you wish to block the chimney .it is important that a vent is provided so that air circulation is maintained. This would avoid condensation.
