Bathroom heated towel rail one connection pipe rotates 360 degrees. Is that normal?

Hi, We removed our bathroom heated towel rail radiator to do some decorations. We have a convention boiler system and this radiator is the closest radiator to hot water storage cylinder and cold water tank. Two connection pipes are coming through the floor. Now we want to put it back this radiator but I realised the pipe which have the thermostat is rotating 360 degrees. So I'm scared to put the radiator back thinking what would happen if it leaks underneath the floor as we live in a flat and have another flat underneath us. I tried to pull the pipe but it doesn't come out. Is this normal to have radiator pipe connections like this? Or do i have to call a plumber to check this out? Thank you so much for your time.

i take it you have not drained system just turned valves off, as you have had no leaks from pipes after removal of towel rail, it is probably connected to push fit fittings, these will allow the pipe to rotate.
