Do I need to remove old hearth of 3 slabs and concrete or can I put new hearth on top ?

You can put one on top if you like it will not course a problem 👍🏻

You can lay on top but why would yiu want to do that better off taking the hearth up and laying on the concrete

I would recommend removing the old hearth and then re laying this would be safer and more in line with guidelines
