why is my porch roof leaking?

Had my flat porch roof (over the front door) replaced last June. Was ok until torrential rain on 2nd October. Water was dripping through the roof in several places.My guttering on main roof and on porch roof need replacing as very old. The roofer came out to inspect the problem, told me the roof was "perfect," and must be fault of roof guttering overflowing onto porch guttering. The rain water went under the felt and therefore through porch ceiling. I have noticed there is only sand and cement mortar instead of lead flashing ; surely if the roof felt was secure, the rain water would not have been able to go underneath?

Where the porch roof felt meets the wall, an upstand of felt should be in place, min 150mm, a raggle should be cut and either the felt turned into the cut raggle then sealed or a lead flashing dressed into to raggle over the felt then sealed
