Will torch on felt stick on liquid rubber waterproof coating?

I have a roof terrace which was leaking, on which a roofer did a botched job of coating with liquid rubber coat a few months back. It's leaking again, and I'm thinking of installing a new torch-on-felt roof. Will it stick over the liquid rubber coating, or does that coating need to be removed first?
Are you a tradesperson and able to answer this question?

it must be stripped off and prepared for torch on felt

To be honest in my opinion you should get a approved roofing contractor to strip all the layers on it check the ply decking
Then put a breather layer then a second layer and a top coat
Also put promenade tile in areas exposed

There are overlay felt products that can be used as long as the surface is primed before
