Rear extension 'Hight under neighborhood consultancy for detached house

We are going to apply for a 8m rear extension under neighbourhood consultancy but the garden level is 1m lower than front driveway(street level). all houses are built on street level. so how can I have 4m hight from garden level? All houses have part original rear extension based of the street level and 2m same level as a patio. Which level is the garden level?

The extension at the rear of your property will benefit from additional 1m floor to ceiling, considering that the existing floor and ceiling level will remain; your rear level will be -1m.
However, before proceeding with design and application, please consider the flood zone levels (if applicable) - it is important, because it could require additional damp proofing to the new construction, surface and below ground drainage (additional costs involved).

If you are doing a permited development application (including 8m rear extension as a prior application), the height of a structure should be measured from the level of the highest part of the surface of the ground adjacent to the new structure.
Please check this with your LA taking a preapplication advise before doing any application.
