Rising damp in ground floor of 1930s semi: need solutions please!

We have been told by 2 damp surveys that our dpc has been breached and we have damp under the floorboards of our 2 reception rooms. A couple floorboards have been lifted and concrete has been poured in between the joists right up to the top! There are no original airbricks. The joists are rotten. There is marking on the top of the boards where the nails have rusted and 'bled'. Is there a solution apart from excavating the whole floor and starting again? Don't really want to do this as worried will create more problems. The kitchen and the hall are both solid concrete (one with quarry tiles on top and one with lino.) Any advice welcome please.

You can try a chemically injected DPC although it sounds like a rogue builder has visited and for some reason poured concrete under the floor !! http://www.youtube.com/watch?v=OfSdoBlJQdw
