Should the garage roof timbers have been replaced ?

We've recently had a garage Firestone rubber roof replacement & are not happy with the work as the roof is starting to droop within a matter of weeks. We've had a company out to assess the work & they've commented that they would have replaced the beams & joists rather than what the company did of adding noggins. Looking online I've found a comment from building regs about "Flat Roof structures, timber roof joists in accordance with TRADA or BS EN 1995, they must be placed at 400mm centers but no more than 600mm." The timber in our garage is 1400mm. Should he have complied with building regs & replaced the timber ? In addition to this, we've found he didn't lift the coping stones to lay the rubber underneath & replace the stones to create a proper seal. This is something he's saying he didn't need to do. Is this right ? *Thanks for all the responses, it's being taken further to resolve this issue, learn by your mistakes*

Botch job , should always check rafter spec and spacing and make sure the roof structure can accommodate the weight loading , plus how can waterproof be achieved if copping stones are not bedded over the Roof covering.

The roof structure should've been at 400mm centres with 150x47mm timbers. Then 100mm pir between joist and 25mm to underside. Leaving a 50mm cavity to create a 50mm continuous ventilation

Roof timbers should always be charged, as a rubber roof or fibreglass roof with around 20 years guarantee should be charged. You don't want to be changing the timbers 5 or 10 years down the line! Cost more in the long run. If the roof is saving, not knew timbers! Get it done properly first time round. I could never do that, as I have my reputation to think about!

Bodge job,every roofer , even labourers know how far apart rafters should be, same with the coping stones , another case of never accept the cheapest quote by the sounds of it, I’d also be questioning the quality of the so called work they did too , it can be rectified though ,but clearly not by the original company
