How to seal a wall after water damage

A few months ago I had an infiltration in the back wall of my Victorian house and the internal side of the wall got wet. I've removed the paint to make it dry quicker and fixed the problem on the outside. This is how the wall look like now https://imgur.com/a/bstEg9t Now, after waiting for several months, the wall is dry and I am ready to finish and repaint the wall. I have a guy coming to re-skim the wall but I was wondering if I need to seal the plaster before skimming? I've read online and the options seem to be PVA glue or a stain blocker sealer (like Zinsser BIN). Any recommendation on the ideal treatment for my case?

Your plasterer will now the best way to deal with the old plaster before he skims it - normally he will use a bonding coat but that's part of his job anyway. Once he has skimmed and the new plaster is dry you can prime it or use a mist coat (watered down emulsion) and paint as normal.

If it's dry and the problem is now fixed then it just needs skimming obviously pva is used to do this . Then when the plaster is dry a light pink color no water patches then you can paint it with a watered down matt emulsion this will help to seal it killing the suction as new plastered walls are porous . I hope this helps :)

SBR slurry and maybe lime cement the the external and internal wall to let the inside and outside wall to breath and expel the moister to save the wall being damp. I can't give you the exact diagnosis of the problem as I can't see the problem but it all really depends on the age and what existing raw materials really.
