Is it normal for water to collect on new flat roof?

We have a flat roof on the rear outrigger of our Victorian terrace which was in dire need of replacement, several decades old and (we found out) still on original boards. Although it wasn't leaking, it had gone soft in a couple of places, had been thoroughly patched-up by the previous owner, and collected pretty significant puddles in two areas when it rained. The tradesman I chose to replace this has done other roofing work around our house before, I trust them, and they were competitively priced. Their quote (via text) was: "Remove all existing felt on flat roof replace with three layer of felt first tack coat second layer torch on finish coat in charcoal grey remove lead around flat roof and replace price includes all materials labour and removal of rubbish. Extra cost for removing all timber and changing fall of roof plus insulation between ceiling and flat roof is a additional price" We went for the more expensive option as a total replacement. Although not finished yet (the upstands and edging are still to do), the roof looks really great. However, in the heavy rain we're currently having it's clear there are still a few areas where water 'puddles' on the roof rather than running to the gutter. Photos below. Is this normal? I'm hoping to get some learned opinions so that I know how to approach this with the guys. I like them, I'm mainly pleased with the work they are doing, I'm just not convinced this is right.. Looking at this roof, if I was to second guess I would say the original deck is still place. The reason I say this is because from the pic it does look like you can see the joIst runs with sagging in between the joists? Maybe wrong but did you see the old deck removed? If the deck was removed then the firings and falls are not good enough to take the water over the edge - does not conform to flat roof recommendations.....perhaps the falls were not corrected when replacing the roof... Hello there I'm sorry to inform you that there should not be any puddles on the roof whatsoever if the fall is correct, there is an easy solution to this if you are not happy with the works carried out and I could rectify them, scott WY&TY roofing

A flat roof is defined as having a minimum fall of 1 in 80 but the optimum is 1 in 60 but in reality you would try for 1 in 40. A flat roof should not be flat and should shed water. Retired Member of the Institute of Roofing.

It would appear no new firrings or decking has been installed just straight over the top..
