When are building regs needed - new shower, radiator and and toilet have moved

We are refitting our bathroom. No structural changes are being made, but we have put in a new shower with shower tray, moved the toilet about a metre to the left, and moved the radiator/towel rail to a different wall. Our builder said we didn't need resg as there are no structural changes, but now having doubts after reading the (very imprecise!) building regs on gov.uk. How much change to a layout would require buildng regs certificate? And what to do if the builder won't/can't probide a certificate upon completion?

Hello there.....
In the event of any alterations within the home, it is always best to comply with regulations even if a building regulation application isn't required.
For instance, if you were building an extension then an application would be required and building regulations would need to be adhered to in order that you qualify for your building certification upon completion.
With a bathroom alteration there isn't a requirement for a building regulation application however, all work carried out should be carried out in accordance with building regulations as a matter of course. So things like ventilation requirements (air extraction), waste pipe sizing and falls should be complied with ideally for peace of mind. So if you don't currently have an extractor for instance and the bathroom is being reworked then you should really have been advised to have one fitted to comply with current regulations. If you choose not to have it fitted then that is not the fault of the builder as he is trying to have you comply by updating what you already have.

Building regs not required, if you are in any doubt call local authorities who will give you guidance.
Your builder should know current regulations re electrics/plumbing/ extraction etc..

the simple answer here is for you to contact local building control,
ask the question, but as its a bathroom any electrical work (that includes fan/ventilation would require a (part p building regs sign off ) this has to be done by a( registered competent person), this person must be a member or say napit/stroma/niceic, etc , it is an offence to do any of this work without being registered, the electrician must also have a copy of the part p certificate sent to you direct from the operator of that scheme, he also has to give you a minor works electrical certificate. (by law).
it is unfortunate that on theses sites a lot of the firms looking for work
are not competent and not registered,the site operators i think turn a blind eye to this fact ,as they are (selling jobs to anyone who is registered on the site, and no in depth back ground checks are made,as an example .
a person who has worked as a say cleaner for years, can take theses courses and retrain as a fully skilled electrician or plumber in a matter of a few weeks,
but once they get that certificate they like to think they have all the background knowledge to act as a skilled person , and sadly in a lot of cases this has proved to be the case , we then end up with bodged jobs and all in the trades being blamed,
my advise check out the person you may be hiring, ask to see his certificates and membership numbers . then make a few phone call to trace that so called background , never never pay up front , only release funds at agreed stages, and then only if your satisfied with whats been done, and never never let any one scare you into thinking you need this or that doing , always get a second opinion,anyone any good in the trades , must have at least five years hands on , not overnight traders (as we call them) mike

If it is to be replaced then we do not need reg. If we move Shower or toilet then it is good to get a permit
