Depth of postcrete from ground level and remains of spurs

Fencing job finished recently and am concerned at a lack of visible postcrete. They left a few post holes unfilled (different issue) and I can see about 15cm down the hole with no sign of postcrete. I haven't yet tried to dig to find where the postcrete starts. How far away from ground level is acceptable for the postcrete to have finished? Also, they've only cut the concrete spurs from the old fence to ground level, leaving the base half of the spurs with their spiky internal wires jutting up to 1cm under ground level. Would you classify this as acceptable? I feel like the spurs should have been fully removed with the rest of the old fence, especially with the sharp spur internals sticking up.
