Leaking ceiling in garage.

Hello, just bought a house and I'm lucky enough to have a double, double garage. It is breeze block construction with a concrete slab flat roof, supported by steel I-beams. There is a terrace on top. When it rains, the roof leaks at the joints between the breeze blocks, and at joints of concrete slab. Surveyor has said to put waterproof membrane on top of roof, but this would be a huge job to remove the terrace. Previous attempts to seal the leaks have failed (silicone sealants, some sort of sealant, covered by a metal plate at the concrete joints), but it still leaks. Is there a sealant that you can recommend? I've thought of putting a waterproof membrane inside the garage attached to the roof, but that brings its own problems (redirecting water, how to attach ceiling lights with fixings that would penetrate the membrane. Any advice much appreciated. Kind regards Mike

I would listen to the surveyor as all you are doing is masking a problem which in the long run will cost you double

There is not a product invented yet that can waterproof a roof underside. Waterproof to exterior surface or do nothing .
