Spots appearing on internal walls

I have recently moved in to a property that the walls are covered in anaglypta paper which has been painted previously . I have painted over the top of this but marks (look wet/oily) keep appearing, this is an internal wall

Are you a tradesperson and able to answer this question?

You probably have staining from an old water leak. The best course of action would to be paint the spots in an oil based paint to seal the stain, then once dry re-coat in the paint of your choice. This will eliminate the problem

oil base paint or stain blocker should seal it, then 2 coats paint.

This could be an old stain or the start of black spot (caused by condensation), wash down with a weak bleach solution (one part bleach 10 parts water) and seal with an oil based product (undercoat or a recognized sealer/stain blocker ) let completely dry and repaint

If its wet looking it's not damp marks use a stain block let dry then recoat the walls
