Damp on internal wall where there's a vent on the outside wall

I have a damp patch on an jnternal wall. On the other side of the wall (which is outside) there's an air vent. Could this be causing the dampness?

If it’s a sub floor air vent that goes under the internal floor , then no. If it’s a low level vent through the wall that goes into the house but is covered on the inside then definitely yes. Cut out the inside, remove the exterior vent cover and brick up both sides , render to match and skim the interior but make sure the skim thickness does not exceed 2.0mm in thickness or you’ll have another damp problem.
