Can I skim on (what I think is) glue residue?

Hi, I removed wallpaper in the bedroom and underneath is yellow/brown plaster covered with a pink adhesive (could also be paint). It seems to me that the walls were not skimmed before they applied the wallpaper. The question is, do I need to remove the pink layer? if yes, how? What do you think it is? Thanks

Any skimming onto an old surface will need prepping with a watered down pva mixture, without knowing the exact substance that exists on the surface its hard to say 100%. Letting a plasterer view the wall and examine the texture will help.

I think the walls are lime
And the pink stuff is plaster weld. The walls need to have the residue removed to the point where it isn’t going to cause the new work to be unstable. I don’t trust p v a and use blue grit. Be sure you don’t stop an older wall from breathing by using modern plasters and adhesives.
