Electrical phase connection to a new build house from pavement across the road

Mains connection to a new house we have a quote ”Something doesn’t ring right“. We’ve made an application to make a phase connection across a road that 4 m in a cul-de-sac to a newbuild house. Western power - involved. Filled in the application form – thought everything was ticketyboo-got quote for around £2300-then got told You’re going to have to cough up an extra 2 1/2 grand for traffic management and now it is down to maybe 1 1/2 grand and permit rejected from highways Warwickshire. My guess is the method statement was alarming ,that the meeting is necessary and you can’t shut a cul-de-sac off altogether .We guess the meeting is going to agree road plates ,signing and guarding Like always. Has anybody ever heard of these add-on fee of an extra thousand quid. Because we are thinking “this doesn’t smell right“. Anybody anything—please -
