If you have a detached property, the 50 cubic meter allowance is available through Permitted Development. In my experience as an Architect, this is a huge amount and is enough of most properties. If you require more volume for your dormer extension then the default position would be to submit a Planning Application. My Fee £775. Typically the Planners will have more stringent design codes that speak of subordinate roof additions, so I would be very surprised if a Council granted you permission for anything larger.
