Lowering and levelling and insulating a ceiling in a Victorian terrace bathroom

Hi - two questions. I have a high ceiling in the upstairs bathroom, with a sloping part which is against the concrete roof tiles on the rear side return. I would like to have the ceiling lowered and made horizontal, with insulation in the void (against the tiles, or above the new ceiling?), and with spot lights put into it. Q1: Would this be a job for one person, like a roofer, builder or electrician? I'm not sure which trade to post it to. Q2: Would it be covered by the Government's September home energy improvements grant? Advice gratefully received, thank you.

I'd post to a plasterer.
He would build a mf ceiling which is a suspended metal ceiling lower.
Then insulate above with rockwool. Them plasterboard and plaster it
