No electricity supply to the economy 10 switch

Hello, the hot water tank is not heating. I had an electrician coming over in June who replaced the old timer switch with a new one and changed the fuses but now 2 months on is not working. I checked the wires with a tester and the light is not coming on which makes me think there is no electricity through them. Do I need an electrician to do this job or a plumber since the switch is to the hot water tank? What do I post the job as? Thank you for your advice.

If you have economy 10 then one immersion is coming on at midnight via a spur and you should also have another immersion heater connected to a second spur which is your booster for the day.If you have no power to either then it could be your timer if you have power to the immersions then check for a resistance across the heater of approximately 20 ohms if you have open circuit then your immersion needs replacing.If you do have power and resistance your stat would need replacing.
