Acrylic paint instead of gloss?

The doors, frames and skirting boards appear to have been painted with an almost plastic type substance and fresh paint does not adhere even after sanding, it almost peels off. I have never come across paint like this before does anyone have experience or suggestions in how I go about painting over it???

Are you a tradesperson and able to answer this question?

try to sand back to wood and prime with oil base , then undercoat with oil base then gloss with oil base paint, crown or dulux ....this giving the paint a key to blend with.....

You can use without sending to much ZINZER either blue tab (water base)or yellow tab solvent straight on whatever you have there.

Although the said painter was correct . Sanding back should always be done. But never put water based paints over oil based ,reverse order best way to go and only way to go ,always key ( rub down )between repainting

what peels off , is it water based peeling off or oil based . If it’s a plastic coated paint on wood work , it will be hard to get key , you sand down old paint to get a key , it takes shine off , how do you do that with a plastic coated paint ? There are multi surface paints out there I use one for plastic gutters
