Hot water to garage from outside

Hi, I am looking at converting my garage to utility + study room. I am looking at options to have the hot water and radiators. I don't have good options to take the hot water connection from inside the house as it would be too much of a hassle doing it while we live in the property. I had two suggestions 1. Take the cold water from outside and put a under the sink heater for bathroom and electric radiator for other areas 2. Take both cold and hot water from outside with good insulation While (2) looks attractive, I am not quite sure it would really work or provide effective heating. Also I read somewhere that it is not recommended to take hot water from outside during winter. Any advice on the options I have is really appreciated.

Hi Spy. So, you are converting a garage into a utility area... having water and waste installed etc. Allegedly this will involve consent / planing permission from your local council with the likelihood of an increase in council tax... assuming they consent. Cheers, Bob.

Permission isn’t usually required for a garage conversion, provided the work is internal and doesn’t involve enlarging the building. However, you must check with your local authority’s planning department first. Garages that are listed or located in conservation areas will be less straightforward to convert. In all cases, your conversion will have to comply with Building Regulations, so speak to your council’s building control department before you begin

I would recommend an under counter heater for utility room, van get great 15 litre ones for couple hundred quid. You do need planning permission for a garage conversion (in Scotland)
