I got a damp report, but half the house couldnt be checked. What did I pay for?

Currently buying a 3 bed house, surveyors messed up and its been 6weeks until i finally got my valuation report. It said the flat roof on back is knackered, and also has penetrating damp in property. I paid £60 to have a damp specialist look at it,and they forgot to send me the report too! After enquiring theyve finally sent it me, Turns out the chimney needs cowls, and flaunching around the pots, plus may be more work on the chimney? They said the roof needs extending as its not overhanging enough, and guttering replacing. They then said they couldnt check all the property for damp, as some walls are boarded up? and also they couldnt get to some walls because of furniture (the house was being vacated that day so i dont see how they couldnt get to walls???) they then quoted me 2712 to remove plaster, inject damp proof, and rerender, then apply 3 coats of biokill crown vapour membrane to form a vertical barrier. Then plaster skim finish. they said it has rising and pentrating damp. What have i paid £60 for?? I understand theyve looked at it etc, but theyve said they couldnt check some walls and to keep money aside just incase they have damp????? i thought the whole point of paying them money was to check the whole property and to tell me whats wrong with it, not say they cant check half of it..... could anyone else offer any estimates of costing for the other jobs.. its a 1920s build, terraced house
