what does it mean to pack on top of steel?

I was working on steel frame building in which the size of the purlins used seemed smaller than the space that it had been allocated for, I was told this would not be an issue as they will just 'pack on top of the purlins'. what does that mean exactly?

Sometimes the drawings specify a timber rail to be bolted to the top of the steel to facilitate the fixing of the roof spars to the steel to prevent the roof avalanching. If the steel is slightly low timber packers or wedges are placed on the top to maintain the line of the roof.
