No!! This is an unsafe situation and classed as immediately dangerous.
If this is a live gas pipe then your gas supply needs to be shut off and an engineer needs to attend ASAP to cap and make safe.
If this is a redundant gas pipe then it is not good practice to leave open ended pipes.
Either way, it sounds like you need to get a gas safe engineer to come out, have a look and rectify the situation immediately.

This is unsafe. Leave your gas shut off at the meter and call an engineer immediately to make it safe.

hi you will need a qualifed gas engineer to come and cap off the open ended gas pipe to seal it and a test must be carried out before turning the gas back on

I would advise a Gas safety check
Any open ended pipe should be capped or removed

You havent given any info as to the history of why this pipe is "open ended".
No gas safe engineer would ever leave a pipe in that state.
I can think of 2 scenarios that could have occurred.
1) The pipe has been cut at 2 ends and the live feed has been capped off at or near where the other end of the pipe is leaving that section of pipe as inert scrap.
2) Somebody who hasnt got a clue what they are doing have for a reason i cannot understand removed the end fitting after turning the gas off, which is highly illegal
Either way I would hire a gas safe registered engineer to check and make safe any issues they find
