Bathtub cold tap not working at all

We have a 3 story townhouse and found out after moving in that the top floor bathroom bathtub cold tap doesn't work at all. All other taps and water in the house work fine. Today the plumber said some of the plumbing here is a bit questionable but did take off the tap head and said the cold water line to the bath was likely blocked/disconnected further down but without removing the bathtub and flooring (and I'd assume the corner wall downstairs that the pipes go through - a big job) it's very difficult to say where that block is. The recommendation is to instead fit a pipe off the sink that's right next to it for the cold water and to block off the old pipe - basically leaving it as it currently is. If it makes a difference: no idea if it ever worked or is even connected to anything, 1996 built house, 1 year old combi boiler, no water tank (removed). Just wanted to check some other views to see if this is probably my best approach? It would be good to know why it's not working but I don't think I want to spend the hundreds/thousands ripping walls apart to find out why... Just surprised to find out a water pipe to the single tap could be blocked!
