low incoming main pressure, partially closed service valves, blockage in pipework, filters in taps and valves blocked,,filling loop closed ,get a qualified plumber to look at it for you.

The customer will need to find the location of the filling loop and fill the boiler to 1to1.5 mbar on the gage. Did the customer vent the radiators if not they would need to call in a gas fitter to find out why the boiler depressurized

Undoubtedly with low hot water pressure and low pressure in the heating system you should call a Gas safe registered plumber to attend and inspect your system to find out the cause Of your problems.
