Convert a Porch into a Downstairs Toilet

I need some advice about changing a old porch into a downstairs toilet. It is currently a single layered dwarf wall about 3 foot high with concrete base and UPVC windows above, door and plastic roof. The main toilet stack goes through the Porch roof so no problems there with access, the problem is we cant build a second skin in bricks as there's not enough room either on the inside or out. I was wanting to just build the single layered bricks up, have a proper lightweight roof fitted, have insulated boards and then skimmed but was told it might not be possible as it could be too heavy. Is it possible to replace some of the PVC windows to solid PVC boards and then change the roof to a light weight one so that we can convert the rest into a downstairs toilet. I have been informed that as its just a change of use we don't need building regulations in Sheffield.

The glazing in the uPVC frames can be changed out for insulated blank panels on the lower level so you can run your stack pipe through the panel outside. You could also batten and board internally behind the panel so it looks like a wall from the inside, and the top part of the glazing could be obscured giving light into the room. However this is providing the glazing is split, if not you can get full height blank panels with small fixed glass in them to let light in.

This would be a new toilet to the house and therefore would have to be done under building control As the connection to the stack needs to be tested correctly and normally witnessed by the BCO building control officer With regards to the room I would have thought this would have to be brought up to thermal regulation but not completely sure if the BCO would require this If I was doing the job I would strongly recommend this happen or the room would always fill cold and damp as with out the correct thermal values you are not legally allowed to heat it from the house heating This type of work is not always as straightforward as you think
