Yes it can however, there are a lot of ifs and buts with this scenario? You will need a thorough survey to find out if there is a problem, where the problem arises and what remedial works are needing. 1. How much work is required to be done? 2. Does the floor need to be lifted? Is there wet rot throughout the room. 4. What’s the construction of the areas needing to be damp proofed?

Damp proofing, if genuine, often involves hacking off plaster which means lots of dust being released into your property. It is often possible to carry out works with furniture in situ but it carries the risk of damage caused by airborne dust

Both the answers above are good ones. Yes it can but should you want too and are you prepared for the dust and dirt that comes with this work is another question. The workers will also need a reasonable space to work in.
Another thought is, one aspect of a quote will be how long the work will take. Give us clear empty rooms and you'll probably find a we give a better quote than one where we are working around several items of furniture. (if indeed we decide to quote.)
That said, we often let customers leave large items in a room like a large sofa etc and move it as needed. It's not ideal but some items are too big to remove easily.
I might add, don't give your Preservation specialist any surprises. Talk to them and have a clear ideas of what can be achieved.
Hooe that helps.
